considering the steam summer sale started and i haven't bought any coh2 dlcs, which one do u recommend i should buy?

If you ask seriously you need to know that you basically have to buy dlcs to play wehrmacht. Unless these will get boring you should play german mechanised, elite and close air support. All other factions have at least one best/meta commander in starting set.

I play mainly the normal german army (don't know what it is called ingame xD), is there a dlc for their good commander or something?

If you refer to the german army from vcoh2 then it is called wehrmacht or ostheer here. It has 4 especially good commanders, all of them are sadly dlc.
1. Mechanised Assault - due to very strong callins like stug e and tiger it lets you play with no t3 or t4. This is very effective in 1v1 as it saves fuel.
2. Elite troops - the commander that can vet up his troops for fuel an call in tiger ace for manpower only in late game. That commander can sometimes save you if you loose map control or in 1v1 or let you tip the scales with definite push of such a powerfull and easy to get unit. It has also many great abilities like smoke or g43s.
3. Lightning War - this commander also has tiger and g43 but this time in combo with powerfull stuka 37mm plane attack that does few passes before flying away. It can kill all usf and most soviet tanks in one pass while it also shreds infantry. Good in all game modes.
4. The best commander is sadly not sold right now. But it was given away to all wanting players during MWNL twice so you may have it. It is ofc Close Air Support. It has recon, fuel to muni conversion that lets you get more lmgs and shrecks early game, stuka dive bomb to kill artillery and 2 kinds of strafes - anti-infantry one that pins all infantry in the area and anti-tank which is the same one that in lighting war but much cheaper and does only one pass, on the other hand you can call it from the direction and to a place you want, the plane will attack immidately without seeking targets. This one is basically best in all game modes but especially in team games.

Ofc you don't need all of them. If you have 2 and one basic or from spoil you will have enough choice. In case of basic commanders blitzkrieg is probably the best one.

Note that all this is written concerning recent patch while next one is coming in 2 weeks and it may change everything.
