presumably the V bulletins apply to a "panther" type unit and presumably the command V is both a "panther" and "command panther" type unit. if that's the case they will. if the command V is only a "command panther" type unit then they will not.

the only way to be sure is for someone to look in the files and check the unit and bulletins.

Both those units are only of "panther" unit type (excluding those types that are irrelevant in this discussion), so regular panther bulletins should work for both panther types.

The Command Panther bulletin is supposedly applied to units with "panther_command_tank" type, which no unit has.

Not yet, but I'm working on a pretty big redesign for the site, which hopefully will be done for the new patch/British release. And there should be some space for this information then.
