Removing retreat is a fine idea.
We're talking a weapon that fires a shell larger in calibre than the static German leFH 105mm howitzer.

What is the point of paying 400MP for a mortar if it is nerfed? I might as well build the regular mortar then.

Pack Howitzer. It's a micro-intensive and risky unit, but when handled correctly it has devestating results. It racks up kills fast and supresses/pins in the process.

Doesn't it depend a lot on the map? If ISG or Pack howie can fire directly at something and not over, they seem to work okay. If someone is using either like a mortar then they probably would like the 120 better. The ISG does an okay job of pushing the 120 away. I've also lost several fully vetted volks squads to a pack howie on Langreskaya by someone who obviously knew how to use it.
Personally, I like the 120 better in most cases. It's much easier to keep alive, cheaper, and less micro-intensive. The min/max range on the other weapons is annoying.

I will pick 120mm so I can retreat with 1 guy left. ISG need some damage buff to buildings once i use to bomb enemy FHQ..5 min non stop bombing it is still there... pack howitzer some time felt like homing barrage but they decrew with 2 guys left not 1 so i don't like that...

With the ISG you are paying more MP for nothing except the RNG chance to maybe do suppression 3 or 4 times in game.

I find it useful. quite consistent in its performance when i see it in game whether i am using it or not. 120 is great, but i prefer ISG because that suppression ability is really handy. don't get me wrong, if i had both 120mm and ISG in my tier two, i would have to think about it, but in more open maps, i would def go for ISG.
