The Decals are small customisation options for tanks (maybe on infantry as well at later date). They are all placed just above the skirts (treads) of the Ostheer Vehicles (they look like ammo crates, fuel, boxes and tool kits)

The Decal on the Jag Panzer are the tyres on the back top

I was able to take these screen shots in a random match which my opponent could control my units (relic?) and all tanks had decals seemingly present

Anyone who plays as much Axis as I can see these small changes (they started to appear awhile ago, when the Decals where accidentally leaked back in late December - The option for them appeared back then for me at least for about 2 days)

What makes you think these are the decals? All these things are just part of the model lol. They were already there. They've been there since the release of the game (or the release of WFA in the JP4's case).

Decals replace teamcolour markings.

Are you sure? Maybe you're just in a drug induced haze :S this doesn't seem to fit the definition of a decal: A picture, design, or label that will stick to the surface on which it is placed after the paper on the back of it is removed.
