Losing vetoes and leadouts is not a bug but effect of the way you use game as a program. It's connected to the fact that game keeps all your settings on relic server. If you change something in your vetoes or leadout and then you don't close game properly (by clicking "close game" button in main menu) all your changes will be reverted. To be save just restart the game after every bigger change. And remember: every bugsplay means the game wasn't closed properly.
The same goes with wanishing of leadouts after a patch. There is always maintance assisting a patch and if you turn on the game while the servers are offline you will get your leadouts cleared. If you want to keep them just turn off the game by alt F4 or cancell the process, you will see bugsplat and all changes will be reverted so when you turn the game again with servers running everything will be in place.
