Ok so i don't have a credit card coz i'm a student,i have money but can't buy any commanders.Any way i can buy steam commander?Can i give check or make money deposit in bank?I can't buy commanders despite having money-its frustrating waiting for war spoils.
Plz suggest methods?

Get a Debit card? It's like a credit card but it draws from the money within the account and you can't go overdrawn - at least by too much.

If you have a bank account, you'll most likely have a Debit Card. Try that, it might work on Steam. My Debit Card works.

paypal works i actually recommend doing that its more secure than plugging in a debit card.

In game shops you can buy steam wallet credit. It's denominated in USD but sold for local currency. So if the exchange rate is in your favour you can end up with a better deal than buying on steam.
