As far as I know you CANNOT change the size of any object. Try mixing multiple rocks?

Hello,
If this rock is an object, you'll find his name by select it !
Maybe it's one of the rock object you find in :
"ebps" "environnement" "art_nature" "clifs_rocks"

YOu should stamp it so you can place it anywhere.
Looking at the screenshot it feels like they simply rotated the rock

Rotation can be done by holding 'R' when you've selected the object, when you go over the axes around the object they will become red (I think), then select and hold that axe, move your mouse right or left, down or up to rotate the object.
Spinning the object can be done by holding 'Shift' and moving your mouse when you've selected the object
