given the fact that Relic will not change the core design of soviet faction, here is the change i think will not touch the core design.
1.Swap T34 and SU-76, make T3 fuel costs less, like 80,
T3 becomes light armor building
can build halftrack, T70 and su-76
they can counter infantry and medium armor if cooperate well
T4: rocket launcher, T34, Su-85,
T4 becomes Medium armor Building
Similar to the Vcoh us tier structure, you can go fast T70 and supported by SU-76 even your opponent got a medium armor, or you can go T4, to cooperate T34 with su-85.

That is certainly one option.
One way to fix Soviet tech might be to make T3 require either T1 or T2 to be built and T4 to require any two of the other buildings. That way T3 could be made to cost less fuel like you suggest and even T4 could see a sizable fuel reduction as it's timing will be pushed back by requiring two buildings instead of one. That way there is a choice between investing fuel to get out early light vehicles or to go combined arms and try to rush out a T34.
In other words it would hopefully mirror the American vCoH tech decision of getting a motor pool or rushing a sherman.

An interesting plan, soviets do lack mid game vehicles, but at the same time it won't change that t34s, su85s and su76s aren't very good
As an alternative along the same line of thought what about making both buildings cheaper, but making the heavier units in them cost more to unlock?
Fast su76/halftracks or w/e else won't be op coming early would be fun

I personally feel switching vehicles from tier4 and tier3 to be a bad idea in general(too radical), considering the balance problems that would arise from this, i.e. tier favoritism, cost ratio of acquiring t4 over t3 due to it being a better investment, Su-76 being ignored more often, etc...

Nope, why would I ever build T3 all the weakest most useless stuff. Just switch SU-76 with T-70 instead.
