Does anyone know the correct scar commands for disabling blizzards on winter maps?

Simply, there is no way to prevent all winter maps from having blizzards, as the code is added to each individual map. However, if you are adamant that you do not want them, you can open the .SCAR file for each individual map, delete the contents, and then publish it again.
Basically, it's a pain. However, most of the newer maps don't have blizzards!

a mappack would then be more appropriate, but of course annoying.

Maybe instead you can change the effects of blizzards ( no cold, no vision reduction ), and still have them appear.
In the attribute editor there's an entry for blizzard_effect in the abilities category. In it you can see the changes that happen during the game, including the mortar/artillery scatter size, etc.
