Pop Cap as an increasing Value to stop Spam?

Played a 3 v 3 game where the build for one opponent was 3 Maxims, 1 AT Gun, 3 Maxims.
Played a 3 v 3 game where the number of T34's rolling in was 5.
Played a 4 v 4 game where the number of Shermas rolling in was 6.
I've played games where I've rolled in 4 Volks.

Aside from the Fuel / map control comments and the "it's not balanced in 2v2 or 3v3 or 4v4", if there was an increasing Pop Cap value added to multiples of units, would this minimize the spamming?

For example, the Popcap formula would look like:

1st unit is X
2nd unit is X x 1.2
3rd unit is X x 1.6

Think about the Pop cap for a second Tiger, second ISU, third Easy 8, or fourth MG?

These values would be adjusted (for conscripts for example) and this does is not prevent it, but makes it less practical and moves towards a more balanced army approach to the game - for all factions, for all Tiers.

This is what keeps me up at night.
