What is the difference between 'cooldown faster', 'reload faster', and 'increased rate of fire'?
e.g. Heavy Machine Gun Hero
M1910 Maxim Heavy Machine Guns cooldown 2% faster between shots.
Veteran Training: Heavy Machine Gun
MG42 Heavy Machine Guns and M1910 Maxim Heavy Machine Guns reload 10% faster.
Brotherly Love (Soviet)
M1910 Maxim Heavy Machine Guns have a 4% increased rate of fire.
Veteran Training: Infantry
Conscript and Grenadier rifles cooldown 2% faster between shots and reload 2% faster.

The formula for weapons has several variables. There is a "cooldown" between shots where they don't do anything, and then there is a "reload" when the magazine is empty.
For example, the Maxim doesn't reload every burst. It Bursts -> Cooldown -> Burst -> Cooldown -> Needs a reload (simplified some of the other factors, this is just an example to illustrate cooldown vs reload).
Rate of fire is how fast each burst lasts or time between shots for single shot weapons. Faster rate of fire on machine guns also gives them a little quicker suppression (Very little).

slight correction here. rate of fire is not how long bursts last or time between shots. rate of fire determines shots per second for rapid fire weapons.
burst duration is how long bursts last. this is multiplied by rate of fire (and a few multipliers) to determine how many shots a burst will fire. single shot weapons do not use rate of fire. all of their burst durations and rate of fires are set to 0.
that may be a little more technical than you wanted though. so about bulletins, generally speaking accuracy is has the biggest effect on damage (3% accuracy = 3% more dps), followed by cooldown, and the least important is reload.
mgs are a little unique though since they have suppression and also rate of fire bulletins. like ohme said, rate of fire does actually increase suppression slightly. another little fact, mgs in buildings are forced to reload every time they switch windows. so if you like garrisoning all your mgs, a reload bulletin may actually be useful, even if its not the best option for dps.
