Can anyone explain to me the use of this ability?. By scratching the paint on the enemy's vehicles they think they have defected and mistake them for enemies? The cost for all that scratching is also very reasonable.

I was trying to be ironic, but it is an actual question. What's the purpose of this ability at such a high cost? None knows?

If you look at the damage of the Stukas guns, they actually do a lot of damage. If I remember correctly it´s 80 damage on a deflected hit and 120 on a penetrating hit.
I try to use the ability from time to time and I have found that it can wipe stationary AT guns in 1 pass. And not just the infantry, but the gun itself.
Another observation I have made is that it´s AT damage relies heavily on how fast its target is moving. The plane has very poor target tracking so if a vehicle is moving at a medium speed most of its shots will miss. If however it targets a stationary or a slow moving target like an ISU or a engine damaged tank, its damage is quite high and it also seems to cause some random crits like vision blocked or gunner stunned.
I think the ability is best used during tank engagements. The high damage output on hits and the random crits can really swing a battle in your favor. If it doesn't have any tanks to target anymore it can even do some nice damage against targets standing still in cover.
It's not very useful to call it in outside of engagements (as you can do with the IL-2 strafe) as the tracking is poor and vehicle damage can easily repaired.

I truly think is a waste of resources, no matter the cost. I'd rather for the ability to disappear.

I have yet to make it worthwhile, especially considering its cost. I don't want it buffed so that we have another skillplane destroying all soviet armor in sight, but it could use a rethinking. Lower cost and lower damage combined with more effects like tank stun, crew blind, etc. or something.
And yeah, its target tracking is embarrassingly bad. It can hit stationary targets but that's about it.

I like the idea, stunning might also ensure that if one of the shots hits the second and third one after that will hit as well.
Also another way to reintroduce some of the currently unused vehicle criticals.
If its worthwile (for its cost) against tanks you might tone down the anti-infantry effectiveness even more.
However, Relic already rebalanced this ability...I dont think they will do that again
