How do you handle it?
Since they are never alone, I even have trouble dealing with mass mortars even with tanks.
Stationary defenses are useless and infantry gets bashed. If it wouldn't take so long in the game, I#d go for a Nebelwerfer, what do you think?

Shocks or pgs, or tanks or howitzer, Or aircraft?
With infantry just keep them moving.

A good counter to soviet mortars and snipers is one or two upgunned scout cars but only if they haven't chosen guards rifles. They can take on T-70s if they have vet as well.

The SU mortar is not the problem. It's the Group of 3 82mm OH mortars with that insane firerate that can be a real pain.
Normally I do counter-mortar, but it's not viable against 2+ mortars. Wheeled or tracked raiding is needed, but ofc a PaK will be neaby to look out for.

Often mortar 120mm (the one that can be trouble) come with guards. So SC is not really a good idea.
As said before, be mobile and play very offensive (grenader, PG et and MG42). Don't stop move until the soviet is in his base. Then go back and used the advantage to take map control and then switch T3 to use this advantage
