Vehicle Scopes: Useless?

I was wondering whether the doctrinal scouting scopes on vehicles is a worthwhile upgrade -- whether in your opinion or if there's some kind of quantifiable stat that suggests they are.
Basically, I'm bouncing back and forth between Jaeger Armor and Fortified Armor as my Elefant commander, and scouting scopes are one of the doctrinal abilities that has me questioning.

Placed on the elephant, the elephant can scout targets on its own. Add hull down and it's a pretty powerful armor destroyer at very long range especially if you have them overwatching a choke point.
The same can be done to a pangther to increase it's range, but panthers are better used on the move unless you have a couple of extra's. In which case, you've probably dominated the game already.
On any other unit, they have limited to no use at all since most armors in the ostheer arsenal are used on the move and should seldom be stationary.

They extend the tanks' forward vision by double and protect the tanks.

This thing should be working even when the panzer is moving
Im my opinion, I use them all games and if they were working when the panzer is moving, maybe they would be a bit OP.

But spotting for itself is allowed on a non doctrinal SU-85. Thus I can expect that from a doctrinal ability.

I made the experience that scopes on an Elefant can be an annoyance. If it has to turn the hull to shoot at the enemy at maximum vision, the effect of scopes is lost and the vision is gone. The Elefant will then shoot and adjust its hull on something else that´s closer. The target far away has escaped.

Thats why I think the Elefant should have a mode of *No-Rotation* or *Only targeting tanks*...
