After reviewing me and my friends came up with following:
1-2 CP - paratroopers - 6 people x6 PPSh-41 / better PPS-43, x2 PTRS / PTRD upgrade, grenade
3 CP - Light Amphibious Tank T-40 delivered bomber TB-3 - 12.7 mm DShK upgrade to 20 mm cannon
4 CP - Airplane scout.
4 CP - 37 mm Airborne gun model 1944 - armor penetration - 97 mm at a distance of 300 m - Camouflage, Rate of fire, rds / min 15-25
12 CP - IL-2 with 23 mm guns

2x Tokarev SVT
2x PPSh-41
1x Mosin-Nagant
Option to replace the Nagant with a PTRS (the weapons marked with * would be slot items, with the DP being an undroppable slot item--this would simply require a copy of the existing slot item that can't be dropped).
Give them 1.75 armor or some such, slightly better than the norm. IIRC there were a few divisions of VVS paratroops that quite literally halted Barbarossa for a day or two (it was during one of the opening episodes of 'Soviet Storm: WWII in the East'--fascinating series).

there were very very very few soviet paratroopers so I don't see a reason to put them in-game
Well, there was still more soviet paratroopers then Ostwinds.
Not saying they should be in, just underlining that its not an argument when unit that was made in quantity of less then 50 is a stock unit.

Soviet had the most paratroopers in WW2 actually. But most of them didnt even get paradropped to the front.
They also had ridiculous helmets, German troops thought they were fighting Pilots when fighting Soviet Paratroopers.
Anyhow i'd rather see FG42's and Fallschirmjägers. ;c

yea that's what i meant, Soviet paratroopers were used mostly in land operations than for paradrops

Since Soviet Paratroops were armed with a more varied bunch of weapons, I'd suggest
1x DP

+1! Id be for seeing paratroops from both factions as i always loved (and lost with) airborne as the US
