Can still stack 3 intelbulletins?

A friend played this game a few days ago, can you see the bottom right?
There are three bulletins stacked up before reloading in a walking suit.
I also saw a guy a few days ago with a stack of 3 bullets that raise Tommy's accuracy rate.
How could this happen?

Has to be an exploit or hacking, this is especially obvious if the guy actually used 3x tommy accuracy bulletins.

The infantry accuracy bulletin "recruit training" for all factions cannot even be obtained anywhere, neither through the store nor loot drops
