Okay, after doing some testing, here's what I found:
Emplacements now seem to have weapon health A La CoH2, though there's seemingly no way for the player to see it.
If an emplacement is decrewed in any way, even simple small arms fire, it will lose a certain amount of its max health when it decrews.
The Flak 38, for example, will now decrew and leave an abandoned weapon at half health. If the enemy was to recrew this Flak 38, the new crew will only have half health. If it is then decrewed again without recieving any repairs, it will leave an abandoned teamweapon at seemingly 0 health, and a few gunshots will finish it off.
The axis player can counteract this by repairing the weapon after recrewing it, and it will also "reset" the abandoned weapon's health. (E.g. repairing the half health flak 38 to full, the emplacement will abandon at half health as before.)

I think it's safe to say that emplacement meta is dead. Or at the very least nowhere near as strong as it was before.
