and yeah the partisan unit itself is pretty garbage, its reinforce is too expensive, it should be reduced or let cons merge with them

Vipper I'm sure you know this already so I don't know why you're making it a point to specifically mention it, but sometimes jokes come at the expense of other people. Especially when you're making a joke *about* that person. Would you believe it?
Partisans are indeed middling. And the combination of that with their commander makes them meh overall.
