Is there any difference between USF and Soviet mark target?

the soviet mark vehicle is generally better because you dramatically reduce the health of axis armor and thus make it easy to kill them
but hey reducing their armor by a quarter is also pretty huge

Depend on target and weapon.
If you have a good chance to penetrate damage is better, else armor reduction is better.

There are 2 different mark targets in addition to the Soviet/USF ones.
I believe most (Mark Target) don't give vision in the form of a plane loiter but the USF one does. There are several Soviet mark targets that don't give vision but they do have some that give a loiter as well so its hard to differentiate.
For the difference, I like to call them Mark Target and Improved Mark Target. Normal mark target only has bonuses while improved mark target has a plane loiter vision ontop of bonuses.

Situational. The big one for Soviet is that it reduces mediums to 3 Hits to Kill if they are full health. This is also obviously better if you have a lot of TDs that can easily penetrate and utilize the extra damage.
USF target is obviously hamstrung by being tied to the squishy "It's not a jeep!" Jeep which has a limited target range. It's better if you don't want to build Jacksons and can just use Sherman swarm flanks since they can penetrate easier and hit easier on the move with Mark Target active. It's also probably theoretically better on Super Heavies where the reduced armor means more.
Overall I'd say that Soviet one is probably better just because it's easier to use as an off map and the extra damage is always good - especially if you get lucky Pen rolls. Whereas USF mark target on things like Ost P4s and Ostwinds basically does nothing of note.

It only cost 200 MP and no fuel. Comes with huge range. Easy to make more late game.
