Axis troops being unable to fire out of halftracks?

I was just wondering why most axis troop carriers don't allow infantry to fire out of it. Besides the mini Halftrack from a few commanders, neither the 251 or OKW Opel truck are open-topped.

Is this because of LMGs? Genuine question. And I'm not saying they need open topped transport either. I just want to know the design reason.

I expect it's because of Panzergrenadiers.

(For OKW I'm not sure, they're not really designed to have an HT at all.)

They do have voices for one tho so one could argue it's the same case as the USF not having a Heavy Tank initially here as well.

But anyway as for the question at hand, it's obviously AsyMetRiCaL BaLancE.

In regards to SU vs OH:

Because one faction was design around "unconventional" play and the other around combined arms. You need to take a look at how factions were back then in 2013.
