Whats the difference between Irregulars and Partisans?

Both have little staying power, and both come equipped with anti infantry weapon (mg42 lmg or dp lmg).

Irregulars cost 250, Partisans cost 140
Irregulars deploy from HQ, Partisans can deploy on-map using neutral structures.

Is it just me or is the pay2win version far superior...? Same role for half the cost with significantly more 'mobility'

It was pointed out in another thread here that the partisans have only 40 HP (compared to 80 for conscripts).

The Irregulars from Soviet Reserve Army are quite expensive, and appear to have more durability. I had assumed that they had 60-80 health x 4 men.

Both units are not strong and fall fast.

Partisans are an ambushing and decapping unit. They can also set mines and barbed wire. Irregulars are a fragile dps unit for flanking and throwing into an M3.

Nothing to worry about. Partisans can't even cap points and they die like flies. However, it seems to me that the territory point falls to neutral in no time which in conjunction with other infantry can provide faster capping
