Close the pocket didn't work twice, possibly because of the map "Whiteball Express", or the urban defense HQ. The territory is not considered cut off although there is clearly no connection to the base.
A side effect that will cause more frequent but less severe problems: the ressources also keep flowing in so the cutoff is strategically meaningless.

I vaguely remember the FWHQ acting like a supply HQ (for lack of a better term), so it's probably that? Especcialy since you said the resources also kept flowing in.

in any case, this doesn't make sense to me. Does building a base or hq negate the encirclement doctrine? Is that supposed to happen? and the minimap and tactical map look buggy in both cases.

IIRC FHQ and Opel Blitz like vehicles keep territory connection.

even if so, the question remains: is close the pocket supposed to fail due to the FHQ? technically you are still encircled. And there are balance considerations.

It attacks disconnected sectors.
FHQ keeps them connected.
I don't see what you don't understand here.

the fhq doesn't connect the sectors for ressource gain or any other matters and the effect stays after the hq has been destroyed, but i am sure that it still is the soviet fhq that disturbs close the pocket it would be nice if this could be fixed but i suppose that won't happen.

at least the tooltip doesn't say anything about connecting sectors. And I can't find anything different in the forum or the wikis.
