I feel the light artillery barrage is overperforming for its price (35 Munition).

The ZiS-3 barrage is already being nerfed:
ZiS-3/SU-76 Barrage
This change puts the barrage from ZiS-3 weapons inline with other direct-fire weapons and mortars that receive penalties when striking units in heavy cover.

- Heavy cover damage modifier from 1 to 0.5

All shot's after the first(warning shot) are very accurate even in fow, slightly increasing the delay between shots/giving it a larger fow scatter mult might help more though.

That is more of "bug" (changing unintended performance) fix than a nerf.

The unit will be weaker after change, so fundamentally, it functions as a nerf.

And let’s not forget there’s already a nerf coming in the preview patch.
This idea has a simple answer: No

For 35 Munition, Sov player could force Axis player to relocate their machine gun is too cheap from my point of view.
On the other hand, most grenades cost 25~30 Munition and players need to find a way to put their infantry close to the MG first.

You can do it for zero muni.
Its called mortar.
Or for 30 muni with rifle nade.
Or for whatever flame nade is now.

Yes, because they are mortars, they are designed to counter static targets. Besides, mortars have terrible scatter while attacking targets in FOW.

None of them has 60 range.

For 0 munitions you can make an MG relocate by flanking.
For 0 munitions you can make an MG relocate by smoke from a mortar.
For 0 munitions you can make an MG relocate by suppressing it with your own MG.
For 0 munitions you can make an MG relocate by sniping it with a T70.
For 0 munitions you can stop crying and improve your micro to effecively micro your MG out of the way,
For 0 munitions you can stop crying and improve your macro to keep track of zis guns and keep them away from support weapons.
