Same penal spam will be vs ostheer or mix team. I repeat its not about how you must play, its about same guys always abuse somthing broken (and when thay get rekt will be cry how OP brits are), with brits its will be mortar pits spam, 5tommis +2 brens in trench, comets into arty cover old meta, same will be with OKW, luchs rush into com panther or ST.

I don't really get your point here. Guards arent bad indeed, and i actually see quite a few players use them. I also don't get what you mean with 'penal spam' cuz i see most players just get 3 penals max. Its kind off logic that most players go tier 1 because maxims are to unrelyable (specialy vs okw). And it wouldn't make sense to get 2 cons when you go for tier 1.

Penals are not main line ifnatry, its now replace cons, coz relic to lame add patch, but its not mainline ifantry, its close to elite infatry. Why pancerfussi for you are spam when 3 , but penals not ? waht the different ?

Stg upgrades ussually come out between 6/10 mins. Lets just say the most okw tier buildings are up at 5. From that moment they will have fausts, nades, and the opertunity to make mgs. It would make no sense to go with penals if they wouldn't beat a vet 0 volks.
