And although I feel stupid to say this considering your experience - Even if you capture it after clicking the ability it still works and starts adding the newly cut of territories. I should have a replay to prove it. Unless this has changed recently. But I'd rather find out what happened in this game first

Approximate game times you attempted CTP?
23:30 and about 30 mins on the last one. Maybe a little later on the last one but it's right at the end of the replay, you'll know when he goes for it.
Yeah real shame it looks like the heavy howitzers just completely bugged out. He did it after decapping correctly and all the sectors became highlighted. Heavy howitzers just didn't fire. The light mortars did though, not that they're worth the munitions.
What's really sad though is that the game would've easily been yours had it worked correctly.
No idea on how it works in the files, but if I had to guess it's probably because whiteball is a new map and somehow that just doesn't work well with the doctrine is my guess. Who knows though.

What I noticed is that the usual red blinking territories didn't happen. They were not considered cut off. so of the 3 (?) different abilities that would normally happen only the "frontline light mortar fire" did, also stated that on the victory point (message popup).
Also pretty sure it would have won us the game, it was all set. Afterwards I kind of wasn't able to play on because I didn't understand what happened.
Although I have never seen or read anything like that - might the forward base of the brit player have something to do with the territories not being cut off properly?

@aerafield I tested it again yesterday and it works for me to decap a point after the CTP ability has already been acticated. Tell me if you want a replay for it.

good question. but I guess if a senior mapmaker, the director of moderation and a rank 1 player can't answer it for sure only the devs will know

Nah no need I believe you. Im not an expert about this particular ability simply because it's insanely rarely used in high level. I had it bug out once in the way I described above with delayed decap, so I assumed that was the reason for it.
Chances are high that there was an urban defense HQ in my game as well when it bugged out, so that might indeed be the reason. The soviet fhq is the only building atm that allows you to reinforce even when you are cutoff so it might actually break cutoff mechanics

in any case, this doesn't make sense to me. Does building a base or hq negate the encirclement doctrine? Is that supposed to happen? and the minimap and tactical map look buggy in both cases.
