In response to the OP, âreferring to this graph
http://www.coh2.org/file/4327/newweaponprofiles.jpg, even with the latest hotfix that provides ~8% DPS increase for SVTs, the dps actually becomes less than Mosins past mid range (~15+). So, imo this doesn't help with the issue of long range at all.
Currently, G43s/LMG42 upgrades scale extremely well for grens come mid-late game, especially by then when most inf units have racked up enough exp for vet 2 or 3. Its at this stage cons get left behind and just get eaten alive, the same goes for penals. I have a proposal that will keep Cons/Penals relevant in the mid-late game, without making guards/shocks obsolete. Provide a global-upgrade option for cons to be equipped with 2 x DP-28s, gated by the requirement T3 or T4 building, additionally, provide AT upgrade for penals, through the form of a munition upgrade once a T3 or T4 building has been built as well has the global upgrade having been purchased. Just think of it as some kind of "Improved Logistics" to simulate more weaponry arriving to the battlefield or whatever.
A global upgrade that will cost ~200mp 60 fuel, equivalent cost of a T70, can be purchased once a T3 or T4 building has been built. The timing and price of this upgrade is equal to that of purchasing a fast T70. Con squads equipped with DP28s will do slightly less overall DPS than LMG42 Gren squads (~3.5% close range, ~15.5% long range) , and slightly more than G43 gren squads (~6% close range ~4% long range) , furthermore the DP28s cannot be fired on the move so cons will be less mobile. If the soviet player chooses this upgrade right after building t3 or t4, the Ost player has the advantage of getting armor out before the soviet player does, provided an even match has been going on thus far.
AT upgrades for penal squads in the form of 2x PTRS rifles could be an option in the form of a munition upgrade, once the a fore said 200mp/60f upgrade has been purchased. This gives a bit more utility for penals through out the game, without making guard squads irrelevant. The player can choose whether to keep the Penal squad in an anti-infantry role or sacrifice overall DPS for some moderate AT power. The timing of the upgrade should be later than when a Guard squad is able to come out, furthermore Guards are still an overall superior squad with their munition DP-28 upgrades, button ability and deadly hand grenades. Shock Troopers will still remain relevant despite the DP-28 upgrades to conscripts, they are much more mobile and still serve as a devastating anti-infantry unit once they get in close range, as well as their 1.5 armor.
I think it makes things a lot more interesting, and gives a soviet player a lot more options. Perhaps DP-28 damage in the hands of conscripts could be slightly lowered if need be, but conscripts really need something to keep them relevant as an infantry unit come mid-late game when long range weaponry dominates on the Ostheer side.
