I think people are talking about 3 different things: RNG which is the basis of COH2, flukes on the system (plane crashes, constant improbable rolls, abandoned vehicles, etc) and predictable rolls (see sniping retreating squads, ISU wiping squads, indirect fire landing middle of a full health squad and wiping it, last shot of a pak missing or deflecting, etc)

1- If a unit (Centaur/Flamer) evaporates squads on 1 or 1,5s theres no RNG there as the results are practically the same. Surviving for more than 4s would be RNG.

2- When you get a scatter shot from a pak, hit across the map your Katyusha/PW that's fucking doing it's job. 2 snipers killed by 2 consecutive AT gun shots? 5 deflections on a 20% roll? You get the deal. I consider this to happen 1/100

2- If i try to snipe the last model of a retreating squad without using abilities, well that's a 50/50 call, a flip coin, this is RNG. The normal one.
Using a Stuka dive bomb on a Katyusha and it been abandoned or getting a crit, while a lower chance, still enters this category.

Reminder that we won't see NEW things added to OLD commanders. You can actually play around with things we already have although.

What we have now:
All 2 CP 45mm AT gun, 120mm, Tank traps, Mines, Dhska

What it should be:

0CP: Defensive package tools - Allows CE to build bunkers, tanks traps and those S-mines. S-mines are now built in blocks of 4 (less micro).
2CP: Combined arms defensive group - 600mp - Calls 1 45mm AT gun, 1 Dhska and 1 120mm mortar
8CP: ML20
9CP: KV1

For a "special" ability i'll rather you choose it from:
-Scorch earth tactics: basically sector artillery
-Hold the line: copycat of Brits ability. Like the idea of disabling momentarily retreat
-Katyusha saturation barrage: can't we use the victory strike as offmaps ?

Releasing something broken or OP to later nerf or balance it doesn't look good at all.

Regarding if a Commander is OP or not, i'll rather go with Tiers. While outdated, this gives you a good panorama of what i'm referring to.

ATM i'll say without distinction of game mode (some are obviously better on 1v1, 2v2 or 3v3+):

T1: Rifle - Vanguard - Shock Rifle - CAS

T2: Infantry - Armor - Airborne - Commandos - Mech Support - Guard Motor - KV8 commanders (not industry) - Armored Assault - TA - Tiger commanders (each are better against different opponents or modes) - Mobile defense - Osstruppen - Scavenge - Breakthrough - Luftwaffe

T3: most commanders who at least have some useful abilities (ex: Blitzkrieg) fall in this group

T4: Mechanized - Recon - Royal engineers - Elite armor - etc

T5: Community commanders - NKVD - German Infantry - German mechanized - etc

It's not off topic at all. If RNG is such a big deal, then asking how significant an impact it is has, or players believe it to have, is not at all unreasonable. I am actually quite curious to know, because it increasingly seems to me that this is an argument about something which, even if you don't like it, just doesn't matter very much.

I don't know exactly how many games were played in the course of OCF; a couple of hundred I would guess. Asking how many of those you, or anyone else, think were won by blind chance is entirely fair.

First of all i'm not gonna say that either pseudo random distribution or the actual system is better. I'll say penetration/deflection and hit/miss is fine. Could it be improve? Probably. Does the effort is worth the result? Probably not at this point.

Having said that, i'll say it's not a matter of losing/winning a game rather than the experience for the player. It's a matter of putting certain constraints to the results RNG might throw to you and this is what is has been done for the last 2 years.

Look at plane crashes, Rifle Company or Partisans. Damage from planes have been tone down dramatically, Partisans always spawn with PPSH, Rifles always arrive with vet1.
Ironing out the rest of extremes cases is a matter of will and time. What comes into my mind:

-240mm Howitzer from armor company > make first shell be accurate, reduce a bit radius and let it be russian roulette for the rest of the rounds.
-Osstruppen reserves: they might come with vet3 and LMG or just plain vet0. I'll go for a middle route (which ends up in a buff) of 1LMG and only 1 squad with vet.
-Abandoned mechanic > crit, at least, light engine damage first
-Ram

As someone who plays with tactical map, i dread every time i have a freeze.
