Soviets really need some form of infantry based AT because currently it's a joke. Not only are guards commander specific they're also terrible and don't work at all now since the Stug anti infantry damage buff.
They really need to give Penals a Bazooka upgrade for example because currently there are so many gaps in the counter system without anti infantry based AT. They also really should rework Anti Tank grenades to make them more like stickies, really short range or (medium range that gets cancelled if the vehicle drives out of range during animation.) but yet does lots of damage. So it's harder to land AT grenades because you can't just oorah and throw it head on without any effort, but with short range you'll have to flank and out play your opponent, but when you do will be rewarded with the ability to actually damage vehicles with Soviet infantry, which would be fantastic. Because currently Soviets are way too Commander specific relying on the Commander heavy tank call ins to deal with the German armour on the base faction.
I've never had a problem with Pumas. They are a solid counter to T3 and circle strafe slower tanks easily but they're damn expensive, have negligible anti infantry and I've dealt with them just fine with mines and AT grenades. Also means you don't have to worry about Tigers/Elefant coming in which gives you more options.
But I'd imagine that Pumas would be stronger than normal on Minsk because of how open it is.
Guards not only have way more aim time, less damage and less penetration than Shreks, they are also Commander specific. Guards are just pathetic at AT, and it causes so many problems for the balance and the dynamic of the game where Soviets have no infantry based AT. They really should give Lend Lease Bazookas to Penals to give soviets some mobile infantry based AT. As well as fixing the aim time on Guards.
The vast majority of the maps induce, promote and reward camping and that really is the problem. The only good maps on the 1v1 map pool is Kholodny Ferma/s and Minsk Pocket. The rest of them are pretty crappy and would fix so many balance problems if they were replaced with better maps.
