Ostheer dont have units other than maybe an ostwind or flame halftrack that force the soviets to say "oh shit!" and respond. Trouble is both of those units generally have counters on the field the same time they come out unless the game is completely one sided anyway. Soviets on the other hand have a unit or two each tier that force the germans to change the way they play. No I don't count heavies because they come late game, if they come at all.
Soviets really do benefit disproportionately from the blizzards, but even if they didn't I'd like to see the blizzard rate reduced by about a third cause they're annoying as shit. Trying to dig out an entrenched soviet especially on pripyat winter when the blizzards start kicking in constantly is an epic feat.
I also agree that with the german commanders, unlike coh1, theres none I really care about. I pretty much sit on my CPs most the game until I need a specific ability or MAYBE a call-in heavy and then I buy that doctrine while shrugging and saying "meh". Theres certainly no doctrine that I have found as an experienced german player that I would want to build my whole game around, mainly because call-in units dont exist before tigers.
