I feel lowering reinforcement costs across all soviet infantry units would be a step into the right direction. Also, some of the performance of german infantry needs to be culled. In fact, M3 can't beat anything at all, but Ostheer just love to spam their fausts into them. That gives you some window that maybe if sun and moon align allows you to win vs. a bad player.
