everything in the german T3 building counters everything in the russian t3 building. The T70 is a situational unit. If your enemy builds lots of infantry in the beginning then you will probably see it come out. Just build a P4 and have it with your troops and the T70 becomes obsolete. I feel most people playing germans want to save up to get a panther or tiger and try to skip the T3 building.

No, I never said that you have to use the Elephant. I was using it as an example of different roles of different weapons on the battlefield.
All I'm saying is that the ISU-152 is very easy to take out if it is not guarded well. I don't think it is op because of its cost and its inability to fight at closer range. The ISU-152 has its strengths of course, but it also has many weaknesses as well.
It shoots the same 152mm rounds as the Russian artillery. That is exactly the role it played in WW2. The ISU-152 is slow and has no rotating turret, has no where near the penetration of the elephant and is the most expensive unit in the game. I think it is balanced.
