No. A 4v4 game involves 8 players while a 1v1 involves 2. You can just count the live game in observation list and see it for rourself.
Find it amazing old RTS games from over 10 years ago have options to paint your own army and set key bindings but something 3 years old lacks this.

You need to land first shot, so If the tank moves out of firing circle radius you can't activate the ability, which is why people complain and nobody uses it, because it's because worthless.
