Because, if you compare an easy 8 with a panzer 4 ausf D for instance, of course it is superior. Any of the 10,000 76mm armed Shermans are better than any Panzer IV variant in every single way besides penetration with basic AP where the Sherman is at around 120mm and the P4 at around 130 (irl). But M93 HVAP shits all over PzGr 40 by a longshot. But the Panzer IV Ausf.G/H are both of course better than your usual 75mm Sherman. (Irl the M4A1 76w, M4A2 76w, M4A3 76w and the M4A3 76w HVSS (aka E8) are all roughly the same, the HVSS in the E8 version just stands for better suspension.) In: COH2 Gameplay

It just gives more choices in your gameplay, if you perhaps prefer to use heavy tanks and all that. Romania, Hungary and Bulgaria actually were a considerable force in the war and fought with Germany consistently. HP: 800 (1040 with vet 2). Armor: 300-340. Slower than Tiger. Should be better than Panther for AI, but worse than Tiger. Turret rotation should be very good, way faste than Tiger's. Medicore penetration, like 180/200/220. 40 range, 50 with vet 2. But that's just my opinion. It would beat the Tiger I in every regard besides mobility in terrain if it was realistic.
