Its underperforming against armour, not against infantry. Point clear?
Why should the ISU be super powerful against both infantry and armor? The difference in power between the elephant's AI potential and the ISU's AI is much higher than the difference between their AT potential. You really shouldn't be trying to fight off tanks with the ISU just like you wouldn't fight infantry with the elephant. This doesn't mean that the units are too weak.
My contention again is that, as a rule of thumb, the more you don't want the enemy to have a unit, the more overpowered you know it is.
But it depends completely on how the faction is designed, you wouldn't want to give volks an AT-nade (which would complement schreks), but that doesn't mean it is OP for conscripts to have it.
In comparison, the kubel, the walking stuka, shreks, and the flak building in particular would be gleefully accepted by the soviet - and the OKW player would be vehemently against the loss. And it is the degree of vehemence that the player feels which is the indicator that should make the player think:
" why do I not want the enemy to have this particular unit X so much when I am ambivalent if they were to have another unit Y?"
The answer to that is fairly obvious, they know its overpowered!
Here, lets give the wehr 6 man weapon teams, maybe some shocks, an m5 quadmount, and maybe a demo charge to round it out.
Oh dear, that sounds god awful and crazy OP, clearly we should nerf the soviets more due to this hypothetical matchup that might be unfair.

Trucks demolishing buildings and pushing infantry are still in-game.
I'm not deceiving, they fixed the most major problem with the OKW trucks and the community mostly forgot about them and bitched about other units for awhile before remembering that the OKW trucks were still FUBAR.
Try sprint on the Ost sniper, it is very fun to play with. I assume you are talking about 1v1, and close the pocket and the stuka strike will never be very viable to use. I don't see much use with this doctrine in 1v1 besides using sprint to the best of your ability and maybe using stormtroopers, but they aren't really that good if you compare them to PGrens.
I am slightly concerned though - many people (notably ImperialDane) have complained about truck pushing since WFA launch and even before, but Relic has yet to patch it or even acknowledge its existence.
Well to be fair they did fix it once, and then everyone forgot about it for awhile because it wasn't so completely ridiculous as it was before.
Why will an Su 100 be OP, the axis has the JT, KT and Ferdi, while the sovjets are stuck with the poor Su-85 and call in mayhems. Su-100 is just as justified as a KT, Panther and the super heavy call in TDs.
It is fair and sqaure that they get access to That and elite non doctrinal infantry. In my opinion, the whole sovjet faction needs a major redesign.
I'd much rather see something new and interesting than a soviet version of the elephant. Alot of these other ideas would make for really unique units instead of just adding an improved Su-85.
