Bofors AA still unfixed

In the final iteration of the new Commander mod the bofors aa chance was increased from 0 to 10%.
Could someone from maybe the mod team please clarify as to why this change was reverted?(just a request)
Is it an oversight?
It feels kinda weird seeing the bofors still track and try to shoot down planes knowing that it can never do that. 10% chance and the slow tracking of bofors didn't even make it that good at AA but at least it was there and helped immersion.
