u should win high rank ELO player
streak is meaningless(if u won against low ELO players)

Ranking in a determined league is based on how much points you gained from defeating your opponents.
If you defeat low ELO players, you won't gain much. The guy you put a pic for, is only at 50% or lower WR. Been high ranked doesn't necessarily mean high ELO as the faction could have lower requirements as to what constitutes a high ladder position.

Also keep in mind that climbing individual ranks gets more difficult the higher up you are. One win against an evenly skilled opponent at rank ~300 might gain you ~30 ranks. Three wins in the top 10 against another top 10 might not even gain you any ranks.
