Reddit comment from GaryOaksHotSister:
My head-canon is that someone at SEGA is/was a major bullfrog fanboy and pleaded not to let this one slip-by.
If SEGA wanted to fill a specific quota with simulation games, the kings themselves came knocking at their door to make a game.
SEGA in that regard is being brilliant, and I'm glad the Bullfrog team may have finally found a home.

If MS Buy Relic Without CoH IP (speculation):
Maybe CoH become part of Sega Searchlight in partnership with MS.?
Alex Peters new role & timeline seems to match Relic new job announcements for a brand new team/project 6+ weeks ago.
