Mechanized jeep is only MP and has alot more utility including transporting troops around.
does the clown car really deserve to cost 15 fuel? I never build it because i dont want to slow down my fast T70.
What do you guys think?

Yes, it does.
WC51 comes without gun, has lower mobility and while it does have plenty of utility for late game as well, you also need to look at units in context of the army.
While WC51 with gun and cav rifles riding it is somewhat effective, its nothing compared to M3 with flame CEs.
Context of the army and availability are also important and WC51 has equally short window of opportunity while USF doesn't start with as much fuel.

The M3 applies a lot of early game pressure. It slowing down your t-70 is why it costs fuel. Use it to try secure some early wipes and force your opponent to build their army to counter it.
The WC has no gun, no armour and is tied to abilities in the commander that brings it. It's affordable because the expectation is that you re-buy it if it goes down even in the late game. It procs combined arms, it has the commander's offmap arty in it now, it can mark targets. Mechanized needs its mechanized elements, guns on them or no.

The M3 costs fuel but in turn is only 190 MP. You'd be looking at 300ish if you ditched the fuel cost.
Also remember that map control determines your munition and fuel incomes: going with a build less able to hold the map does cost fuel in a sense.

Permanently BannedBecause its a fast armored car with 2 MG's strapped on to it without extra costs unlike the WC. For the pressure you get from the clown car against OKW 15 fuel is nothing. And it creates the choice of going for a possibly slightly faster t-70 or having more early pressure and securing wipes in turn most likely giving you more control in return.
