essentially conscripts get demoted to penals for "free thinking"... i guess its only fitting XD
rename conscripts to strelki and you got yourself a deal...

Overall, @distrofio's idea isn't that bad.
Soviets then Need something like a refresh truck in T0 etc.

Penals become very cheap suicide squads, can't reinforce. You have to build Cons to fill them up. For that you can refresh Cons in field by a truck. Would be funny.

Penals are spamable easily. u can pump 3-4 of them in the eraly minutes with no problems....much easier in teamgames...and than u overrun mostly all axis fronts and laugh about axis sqauds ...and even when axis bring out armor...you laugh about them. One AT penal push back a luchs with no problem behind cover...because...u know...the penals hit even mostly to 100% on far range...which is nearly the same which luchs have

lategame obers and heavy mg-34 play can stop penal play alone pretty easily... t1/t2 might be harder to beat...
