Infantry Armor/Damage Calculation

Ok, how exactly does infantry armor affect small arms fire? Does it work like vehicle armor where there is a deflection chance or does it simply affect accuracy? I know that the 1.5 armor 4-man grenadier squad is equivalent to the 1.0 6-man conscript squad, but what formula does the game use to make it so?

The reason I'm bringing this up is because the sniper has an accuracy of 1.0 and an armor penetration of 1.0. Although the grenadier has 1.5 armor, the sniper always takes out a grenadier model with every shot - why is that?

Note: This is a simple game formula question and has no balance implications whatsoever - do not argue about sniper balance here, it is just an example.

Edit: The third option would be that armor reduces damage received, but that doesn't make sense either because the sniper only does 80 damage and any reduction would mean it doesn't kill in one shot, which it does.

It is like tank armor. 1(penetration)/1,5(Armor)=0,66(2 out of 3 shots do damage.)

The Sniper crits with every hit against inf.

Sniper does 0 damage and instead forces a casualty critical, bypassing armor. Flamethrowers also ignore armor.

Mg42 incendiary gives 9 penetration which makes them highly effective vs shocks.
