Yeah even with 5 ostwinds those planes will still do the first passage which will make the most casualties/wipes. If units don't have 100%hp then most likely they gonna get wiped.
What is also very bad is that this ability is placed in really powerfull commander (KV-1, guards, ml-20 and strafe in 1 commander - gj whoever come up with that design)
But that's my 2 cents about IL-2 sturmovik. Can't say anything about Sturmikov though

I'd even be distrustful of the circle - you never know when a unit has been "marked" for a strafe so trying to soft retreat out of the circle might not work. Best to do as stated above and just retreat and cede that territory for the moment. Ostwind is your best best to limit the overall effect by shooting down the planes to prevent a 2nd or third pass.

Only counter is to limit your opponents munitions income. If he can float ammo all game because he has better map control than you the IL2 usually turns out to be the nail in the coffin because it allows Soviets to force retreat your units thus loosing map control, VPs, etc.
