low perfomance on high pc specs

Welcome to the forum In order to achive good performance without loosing much quality set antialiasing to low or none. Then set everything else to highest setting. Would be cool if you could report the result here.
still the same issue... is it a game problem? a drivers problem maybe? everything is set to highest except for antialiasing which is set to none

Sometimes, latest drivers can be buggy...
Take a look at task manager for memory and cpu usage... Are more applications running? Antivirus scan?

The game has issues but with your specs you shouldn't have problems.
Maybe turn of V-Sync also off, it makes not much difference (at at least).

Do not use wifi.
A lot of performance issues relate to you and your opponents connection to relic.
Also CoH2 seems to hate nVidia.

It also happens when i play against the computer on my own... does it matter?

Strange, the game should run very fast with your spec, especially with AA off. I'm pretty sure there is no GPU-related problem. Are you sure there is no other process eating your RAM or CPU in the background?
I know right ? I play coh 1 with everything at its highest without any probs and other games like bops 3... i didnt expect to have issues with coh 2... And yes i checked there arent any other processes

I play with WIFI and i dont have any problems. At least not more then when i did use Ethernet cable.

NORMAL LAG
A quick look at your specs makes it seem you have plenty to play the game. It may not be butter smooth late game because the CPU load gets heavier as the game progresses. There are more units that need to have vision, pathing, etc calculated every frame of video. Units will also bunch up more blocking pathing and producing even more calculations. Every pixel of the game is drawn more as damage textures are splatted onto the already densely drawn terrain etc.
GPU
Your GPU seems to have 8GB or RAM which is plenty for COH2. Setting to larger textures than your GPU can hold internally will drastically reduce your FPS. A friend once said that reducing the physics settings can help FPS a lot. I would start there GPU-wise. Perhaps there is an issue with nVidia physics or the driver.
CPU
Is there a chance your CPU is not actually running at 3.5 GHZ? CPUs normally clock down when nothing is happening to save power. I have heard people have issues with certain Motherboards where the CPU is clocked way down all the time. Usually a setting in the bios. Alt-Tab to windows and check the frequency or use a program such as CPUID HARDWARE MONITOR which will show you all the cores and their freqs and temps.

When you higher the res i assume you dont mean 4k. Your system would really struggle at 4k, 1440p should run ok and 1080p and below your system would laugh at. Check make sure nvidia control panel is set to let the 3d application decide.

You shouldn't have to go lower than that with your spec. Even bigger resolution should work actually. So this is not the problem of your resolution.

I play on a 32" TV @ 1920x1080 over HDMI and what I found with COH2 was there were times when the Videocard/Game identified the TV as a TV and dropped the refresh rate to 24 Hz. And it was amazing how laggy it was. I could tell something to move and it wouldnt move until 2-3 seconds after I told it. The TV would be 60Hz in Windows, then switch to 24Hz in game...puke.
You can force the refresh rate in your Steam startup. Under the steam games properties you will have:
SET LAUNCH OPTIONS
add the line -refresh 60

i did a perfromance test and it resulted in 11 fps average, maxs 20 and min 5... With hight resolution but medium and high physics
