There are two new sets of skin in my inventory for the Brits. The one with the Union jack and the Charcoal one. But when I select them, they dont show on load-out, when i connect with a game or my tanks in game. Anyone having the same problem?

Maybe you played a custom game with some friends a while ago? The game auto-downloads all custom skins used by the players before starting the match.

The Charcoal one is made by MonolithicBacon, along with a few other sets for the 2 other Western Front Armies, Idk who made the union jack ones but I know I have seen them in the workshop somewhere.

And yeah, like someone else said, you just probably got them when you were in a lobby with someone else that had them on em.
