Maybe... it's an interesting idea, though I doubt axis and other allied players will like having their arty barrages turned into suppression platforms. What about super heavy arty like Railway guns, would they preform differently?
I would say those would have a small area(smaller than now) of being blown up to smithereens, then a circumference of instant pin and then a larger area of suppression, vehicles within the instant pin area getting crew shocked wouldnt be too much imo. So these heavy arty being used on buildings and static positions are still super effective but less so being cheesy on the deletion of units, unless RNG hates you and it lands on your unit directly.
