What Bulletins Are You Using and Why?

Currently -

Soviets:
5% Increased Conscript Dmg
2% Accuracy and 3% Increased Health for Cons
5% Increased Health for Guards

Germans:
2% Accuracy and 3% Health for Grens
3% Health Increase for Grens
2% Accuracy Increase for Grens

First and foremost, I think most games are decided within the first 15 minutes (emphasis on most) so the bulletins are more helpful right at the start, as opposed to tanks or arty or w/e. I feel that decking out the units who are so similar to one another gives me the slight advantage over my opponent that could be helpful. Also, in terms of decking out the grens. In 1v1s I've found that 1. mg42s are fine on their own and 2. those bulletins for grens and an lmg 42 upgrade post 85 munis only enhances their abilities to remain relevant in the late game. I also always usually get Guards for some sort of light AT and the other diverse capabilities they provide.

Curious to what you guys use and why. I just looked through the mortar bulletins and as sure as Qduffy has an affinity with them...some of them look tasty. I was wondering if anyone is using them or anything else.

mg brotherly love.
mg health bonus.
conscript health and accuracy bonus.

my strategy uses the maxim and i need them to be effective. so i use those bulletins.

for germans.

i liked the health bonus, the construction speed bonus, and the half track speed bonus.

mostly to offset the weakneses i see in the german army.

Germans:
3% health for grens
5% accuracy for pgrens
5% faster vet for PZIV
I will probably experiment with the 9% faster vet for pzgrens a bit as well. My thinking is that the bonuses from earning vet are huge, so the faster I get my primary units vetted-up the better. Does anyone know how much damage needs to be inflicted/absorded to earn each level of vet? 9% could make a huge difference.

Russians:
5% less dmg for guards
5% more dmg for scripts
3% more health for scripts

Do bulletins stack?
So if you take the 3 percent increased accuracy combined with the 3 percent accuracy and 2 percent hp is the total then
106, or 103 + 3 percent accuracy?

now what i (would) use
sowjets:
damage+ health1+ health2
germans:
same

gives you huge early game advantage, a freidn of mine and me tested those bulletins a little bit and its overwhelming! you rgenadiers/scripts will stand there and fight and fight and fight forever!
