Not going to lie, Ive been lazy and not checked the forum much but I would just like to know how much of a pain it would be to mod in values to the game?
What I intend to do is create a mod that punishes blobbing by giving units a debuff based on their cover, how many squads are bunched etc.
Like most of you I have a job, I make indie games with game maker (well try to) and have a family so I can't really spend far too long on a project that would take me far to long to complete.
Should I bother?
How hard is it to mod?

That is a difficult question to answer. My advice would be to give it a try, experiment with the Attribute Editor, and see how much you understand. Also, read or watch various tutorials the community has created.
