I was watching a bofors being constructed and it came under fire.
It was gaining small amounts of vet before it was finished, for being attacked I assume.
I haven't checked other emplacements.
Is this working as intended?

It's probably unintended behavior since no buildings constructed have ever had veterancy before.
Considering how small it is though, I'd doubt they'll bother doing anything.

The unit is receiving damage so it is vetting. All buildings that gain vet to my knowledge do this (Pak 43, LeFH, 152). It is an intention because having the unit in play and taking damage, even while being constructed, still counts for the units vet pool like any damage once it is complete.
