when the NASA found out how to implement such complex things as rebinding.

I know this not the solution OP wants to have, and yeah, it should be a feaute in game, but it seems we are not getting this for our beloved COH2, maybe COH3 Hahaha.....
So, if you don´t want to use third party software as Autohotkey, maybe you can give a try to the gridkeys....ingame, you can change to this gridkeys....and somehow, fix that problem with the "H" and Airlanding officer as using gridkeys, every hability gets its shortcut based on his position in the grill, so not twice "H" when using this airlanding officer....
excuse my bad english...studiying to improve it....

I don't have an ETA on the Vet fix yet. Best case scenario would be in the next couple of weeks. (no Promises). This is a very important issue and we fully intend to fix it.

I'm just curious and therefor asking this.
They say that Miragefla fixed the veterancy problem in like 1 hour, unfortunatly I'm not into coding so I can't say anything about how good the fix is. Therefore I'd like to know from someone that's working with codes every day if his fix is the correct fix to this problem.
Currently saving your infantry is just not important anymore since the vet is not working, which takes out 50% of the fun into this game currently.
