Let's break it down:
0CP: Royal Fngineers can be upgraded with a flamethrower
So basically rifle company. Not too bad, but could be abused.

2cp: Infantry will get an improved cover bonus while fighting in cover and will receive their regular bonus out of cover
Here is where the shit hits the fan. This is the ONLY FREE PASSIVE COMBAT BONUS. Although an 'interesting idea', it's chickenshit.

3cp: Elite infiltration troops who are experts at disrupting enemy supply lines. Can be deployed from ambient buildings.
Does anyone playtest this? Say goodbye to snipers, mortars, and retreating squads!

So you agree Falls and Jaergers ability to pop out of a buiding should be removed Right?

No. falls are pricey and jägers have limited damage. Also partisans are basically a manpower call-in.

I am guessing they are going to be 350-400 MP with insane ambush and close-range DPS. Although Jägers can be awfully potent, their close range and mobile DPS is limited.

This might be the worst design ever, it's everything an RTS game shouldn't be. What is this regular bonus? Effectively green cover in red cover? jeez....

although falls are pricey and can be spawned out of buildings, picking luftwaffe also forces you into a pretty shitty commander compared to scavenge, breakthrough etc.

Pretty sure the ability is only on certain time for an ammount of muni

and you talk about commandos like they cost 150 MP :snfPeter:

Vanilla Tommies with 16 damage are indeed over performing and broken. With a bren they can beat obers which is simply stupid.

However that has nothing to the with the new docs. Almost al faction have something similar.

Well, they give Brits early and mid-game advantage to be better than they are right now so yeah, they not gonna put late-game thing into it! Brits have enough versatile weapons to keep them aliev late game

Except this is obviously talking about the Reload speed bonus that Tommy's get when in cover.

Basically Tommy's out of cover get their normal reload bonus and Tommy's in cover get Reload bonus AND an additional bonus on top of that. Given the CP level its probaly going to cost 50-75 Muni and only last 30 sec like For the Fatherland if I had to guess. It'll be good but not like you can spam it unless you don't want Bren and grenades.

I think I may have made a snap judgement about whether the cover bonus would be passive. It's not that bad as long as it isn't passive.

Commander without any late game potential, without croc, without air landing officer with broken heroic charge or strafes and without click-to kill everything arty cover.

Sure it would be broken.
