Hello. I noticed that the Cheap Team Weapon Bulletin is supposed to reduce weapon teams manpower cost by 5%. However here are the values for the following with the bulletin
373(380 originally) For a Pak Howie
266(270 originally) For an At Gun
275(280 originally) for an MG
As you can clearly see it's not 5% off. It seems to give roughly 2% off.

You pay for both the weapon and the crew; that bulletin probably changes only the MP price of the weapons, while the crew members remain the same price. I forget presently reinforce costs of USF weapon crews so I can't calculate what exactly is going on. But:
Hypothetical HMG crew is 200 mp, (4 25 MP reinforce cost models), and weapon is 180. So 280 total.
Changing only HMG price, new cost is 271.
I could be wrong here but I think conceptually your issue lies in the bulletin only affecting the cost of either the crew or weapon system, not both and thus practical cost.
